सबै जिल्लामा स्वास्थ बीमा कार्यक्रम लागु हुने

काठमाडौँ, असार २४ गते । उपप्रधानमन्त्री एवं स्वास्थ्यमन्त्री उपेन्द्र यादवले स्वास्थ्य बीमा कार्यक्रम अगाडि बढाउन सरकारले उपयुक्त बजेट व्यवस्था गरेको बताउनुभएको छ 
राष्ट्रियसभाको आजको बैठकमा विनियोजन विधेयकअन्तर्गत स्वास्थ्य मन्त्रालयमाथि सांसदले उठाएको प्रश्नको जवाफ दिँदै उहाँले हाल २३ जिल्लामा सञ्चालित सो कार्यक्रम आगामी आवदेखि ७७ जिल्लामालागूहुने जानकारी दिनुभयो ।
जनशक्तिको व्यवस्थापनमा जोड दिँदै स्वास्थ्य उपकरण, औषधि तथा अन्य कार्यक्रमलाई प्रभावकारी रुपमा अगाडि बढाउन सरकारले केन्द्र, प्रदेश र स्थानीय तहमा योजनाबद्ध रुपमा कार्यक्रम शुरु गर्न लागेको बताउँदै उहाँले स्वास्थ्य मन्त्रालय मातहत कर्मचारीको अभाव रहेकाले तत्काल जनशक्ति उपलब्ध गराइदिन लोकसेवा आयोगलाई आग्रह गरिएको जानकारी दिनुभयो ।

यस्तै वर्षाकालमा हुने महामारी तथा रोगका जोखिम न्यूनीकरणका लागि सरकारले योजनाबद्ध रुपमा कार्यक्रम सञ्चालन गर्न लागेको तथा केही स्वास्थ्य संस्थाको पुनःनिर्माण भइसकेको र केही निर्माणका क्रममा रहेको उहाँले बताउनुभयो । सांसद विमला पौडेल र अनिता देवकोटाले मन्त्री यादवसँग स्पष्टीकरण माग्नुभएको थियो ।

भूमिनीति ल्याइँदै 
कृषि, भूमि व्यवस्था र सहकारीमन्त्री चक्रपाणि खनालले कृषि क्षेत्रलाई आधुनिक, व्यवस्थित र प्रभावकारी बनाएर युवालाई सहभागी गराइने बताउनुभएको छ ।
राष्ट्रियसभाको आजको बैठकमा विनियोजन विधेयकअन्तर्गत कृषि मन्त्रालयमाथि सांसदले उठाएका प्रश्नको जवाफ दिँदै उहाँले सरकारले सातै प्रदेशमा आधुनिक कृषि बजार निर्माण गर्ने योजना अगाडि सारेको र नगदेबाली उत्पादनमा बजेटले जोड दिएको उल्लेख गर्नुभयो ।
मन्त्री खनालले कृषि उत्पादन बढाउन माटो परीक्षण, आधुनिक बीउबिजन उपलब्ध गराइएको उहाँको भनाइ थियो । अण्डा र मासुमा नेपाल आफँै आत्मनिर्भर हुने अवस्थामा रहेको र अरु कृषि उपजमा समेत आत्मनिर्भर बनाउने योजनामा सरकार लागेको जानकारी उहाँले दिनुभयो ।
किसानको दूध सडकमा पोख्नुपर्ने अवस्थाको अन्त्य गर्न र धुलो दूधको आयात हुन नदिनेतर्फ सरकार लागिपरेको उहाँले बताउनुभयो । हाल भारतबाट वार्षिक रु चार अर्ब बराबरको दूध तथा दूधजन्य पदार्थको आयात भइरहेको छ । आयातीत दूधमा उत्पादन मिति नभएको, 
ब्याच नम्बरसमेत नभएको बताउँदै उहाँले आगामी दुई वर्षभित्र दूधमा आत्मनिर्भर हुने योजनाका साथ सरकार लागिपरेको बताउनुभयो ।

जमीन बाँझो राख्न नदिनेतर्फ सरकारले व्यावसायिक कृषि प्रणाली लागू गर्दै करारखेतीतर्फ ध्यान दिन लागेको तथा भूउपयोग नीति लागू गरेर भूमि व्यवस्थापन गर्ने र चक्लाबन्दीको कार्यक्रम अगाडि सारेको उहाँले स्पष्ट पार्नुभयो ।

कृषि क्षेत्रको विकासका लागि सरकारले सहकारी एवं सामूहिक कृषि प्रणाली लागू गर्न लागेको र कित्ताकाट रोकिएको स्पष्ट पार्दै उहाँले व्यावसायिक, औद्योगिक एवं कृषि भूमिमा व्यवस्थापन गर्न भूमिनीति ल्याउन लागिएको जानकारी दिनुभयो ।

सुकुम्बासी समस्या समाधान गर्न उच्चस्तरीय भूमि आयोग आगामी साउनभित्रै स्थापना गर्ने बताउँदै उहाँले गुठी समस्या समाधान गर्न मन्त्रालयले कार्ययोजना बनाएको उल्लेख गर्नुभयो ।

कालीमाटी तरकारी बजारलाई आगामी भदौ मसान्तसम्म व्यवस्थित गरिने जानकारी दिँदै उहाँले सो बजारमा चरम एकाधिकार रहेको र मनलाग्दी भाडा लगाउने गरिएकाले सरकारले कारवाही प्रक्रिया शुरु गरेको जानकारी दिनुभयो । बजार व्यवस्थापनका लागि सरकारले मनोहरा खोलामा आधुनिक कृषि बजार स्थापना गर्ने तथा पशुपक्षीतर्फ आगामी साउनदेखि नै बृहत् परियोजना शुरु हुने र पहिलो चरणमा सो कार्यक्रम २५ जिल्लामा लागू हुने जानकारी उहाँले दिनुभयो । “कृषि, पशुपक्षी एवं भूमि व्यवस्थापन गर्न सरकारले योजनाबद्ध रणनीति अगाडि सारेको छ”, उहाँले भन्नुभयो । सांसद बलरामप्रसाद बाँस्कोटा, धनकुमारी खतिवडा, रामप्रीत पासवान, कोमल ओली र रामचन्द्र राईले मन्त्री खनालसँग स्पष्टीकरण माग्नुभएको थियो । 
अनलाइन मिडिया व्यवस्थित गरिने 
सरकारले अनलाइन मिडियालाई व्यवस्थित गर्न आगामी एक साताभित्र प्रक्रिया शुरु गर्ने भएको छ । राष्ट्रियसभाको आजको बैठकमा विनियोजन विधेयकमाथि सांसदले उठाएका प्रश्नको जवाफ दिँदै सञ्चार तथा सूचना प्रविधिमन्त्री गोकुलप्रसाद बाँस्कोटाले भन्नुभयो,“अनलाइन न्यू मिडियाको रुपमा नेपाल मात्र नभई संसारभरी नै प्रभावकारी बन्दै गएको छ, त्यसैले यो एउटा निर्देशिकाको भरमा चलिरहेको छ, यसलाई नियमन, व्यवस्थित गर्न इजाजत प्रक्रियामा लैजाने गरी काम भइरहेको छ, एक हप्ताभित्र मन्त्रालयले यो काम टुंग्याउनेछ ।”

अनलाइन मिडिया तथा सामाजिक सञ्जालमा राष्ट्रिय व्यक्तित्वमाथि समेत अफबाह फैलाउने गतिविधि बढेको छ भन्दै मन्त्री बाँस्कोटाले गलत काम गर्नेलाई कानूनी दायरामा ल्याउन आवश्यक देखिएको उल्लेख गर्नुभयो । “अनलाइन मिडिया र सामाजिक सञ्जाल पृथक हुन्, यिनलाई एउटै आँखाले हेरिनुहुन्न । यसलाई व्यवस्थित एवं मर्यादित र जिम्मेबार बनाउन लागिएको हो । लोकतन्त्रमा मिडियामाथि नियन्त्रण हुनै सक्दैन र त्यस्तो कुनै सोच पनि छैन तर मिडिया आफंैँ नियममा बसून् भन्ने सरकारको धारणा छ,”, उहाँले भन्नुभयो ।

सञ्चार प्रविधिमन्त्री बाँस्कोटाले आफ्नै भूउपग्रह सञ्चालन गर्नु राष्ट्रको आवश्यकता र गौरवको विषय भए पनि प्राविधिक र आर्थिक क्षमताले धान्न सकिन्छ कि सकिन्न भन्ने प्रश्न रहेको बताउनुभयो ।

हुलाक सेवा अब परम्परागत ढंगले चल्न नसक्ने भएकाले यसलाई आधुनिक व्यवस्थापनका लागि गठित कार्यदलले काम अघि बढाएको जानकारी उहाँले दिनुभयो ।

नेपाल टेलिकमको चौथो पुस्ता (फोरजी) सेवालाई देशव्यापी विस्तार गर्न प्रक्रिया अघि बढाइए पनि केही निकायबाट अवरोध भइरहेकामा गुनासो गर्दै मन्त्री बाँस्कोटाले थप्नुभयो, “कामै रोक्ने गरी अख्तियारलगायतका निकायले छानवीन गर्नुभएन, काम पनि अगाडि बढ्नु प¥यो दोषी देखिए सम्बन्धित अधिकारीमाथि कारवाही पनि हुनुपर्छ ।”

उहाँले ठेक्का नपाउने व्यावसायिक संस्था वा व्यक्तिले स्वतन्त्र नागरिकका नाममा संवैधानिक निकायमा उजूरी दिएर योजना सञ्चालनमा अवरोध गरिरहेको बताउँदै सेवा विस्तारको कामलाई प्रभावकारी रुपमा अघि बढाइने उल्लेख गर्नुभयो । फोरजी सेवा विस्तारसँगै टुजी र थ्रीजी सेवालाई पनि थप व्यवस्थित र प्रभावकारी बनाइने मन्त्री बाँस्कोटाको भनाइ थियो ।

मन्त्री बाँस्कोटाले अन्तरआबद्धता शुल्क तिर्न अटेर गर्ने दूरसञ्चार सेवा प्रदायक कम्पनीलाई कानूनी दायरामा ल्याएरै छाडिने प्रतिबद्धतासमेत उहाँले व्यक्त गर्नुभयो । सिजी टेलिकम्युनिकेशन र युटिएलले क्रमशः रु १० करोड ८७ लाख र २३ करोड अन्तरआबद्धता शुल्क तिर्न बाँकी छ । नियामक निकाय नेपाल दूरसञ्चर प्राधिकरणलाई आगामी दुई महिनाभित्र बक्यौता रकम उठाइसक्न पत्राचार गरिएको मन्त्री बाँस्कोटाले जानकारी दिनुभयो ।

'Remarkable' therapy beats terminal breast cancer


The life of a woman with terminal breast cancer has been saved by a pioneering new therapy, say US researchers.

It involved pumping 90 billion cancer-killing immune cells into her body.
Judy Perkins had been given three months to live, but two years later there is no sign of cancer in her body. The team at the US National Cancer Institute says the therapy is still experimental, but could transform the treatment of all cancer. Judy - who lives in Florida - had spreading, advanced breast cancer that could not be treated with conventional therapy.

She had tennis ball-sized tumours in her liver and secondary cancers throughout her body. She told the BBC: "About a week after [the therapy] I started to feel something, I had a tumour in my chest that I could feel shrinking.

"It took another week or two for it to completely go away."

She remembers her first scan after the procedure when the medical staff "were all very excited and jumping around". It was then she was told that she was likely to be cured. Now she's filling her life with backpacking and sea kayaking and has just taken five weeks circumnavigating Florida.

Living therapy

The technology is a "living drug" made from a patient's own cells at one of the world's leading centres of cancer research. Dr Steven Rosenberg, chief of surgery at the National Cancer Institute, told the BBC: "We're talking about the most highly personalised treatment imaginable." It remains experimental and still requires considerably more testing before it can be used more widely, but this is how it works: it starts by getting to know the enemy. A patient's tumour is genetically analysed to identify the rare changes that might make the cancer visible to the immune system.

Out of the 62 genetic abnormalities in this patient, only four were potential lines of attack.

Next researchers go hunting. A patient's immune system will already be attacking the tumour, it's just losing the fight between white blood cells and cancer. The scientists screen the patient's white blood cells and extract those capable of attacking the cancer. These are then grown in huge quantities in the laboratory. Around 90 billion were injected back into the 49-year-old patient, alongside drugs to take the brakes off the immune system.

Dr Rosenberg told me: "The very mutations that cause cancer turn out to be its Achilles heel."

'Paradigm shift'

These are the results from a single patient and much larger trials will be needed to confirm the findings. The challenge so far in cancer immunotherapy is it tends to work spectacularly for some patients, but the majority do not benefit. Dr Rosenberg added: "This is highly experimental and we're just learning how to do this, but potentially it is applicable to any cancer.

"At lot of works needs to be done, but the potential exists for a paradigm shift in cancer therapy - a unique drug for every cancer patient - it is very different to any other kind of treatment."

  1. A blink lasts approximately one tenth of a second but there is no clear cut average number of blinks per minute.   2. Your eye is a scientific wonder. The human eye functions a lot like a camera, only much more complicated. Your eye adjusts to light and dark. Try performing this basic experiment: Walk into the bathroom with the lights off and then turn on the light while looking in the mirror. Watch how your pupil shrinks.
  3. You actually only see three colors; red, blue, and green. All other colors are created through the combination of these three colors. The light, which is colorless, reflects off of objects and is then perceived by the eye. Through the combination of these three basic colors, your eyes can help you to detect approximately 10 million different color hues.
  4.  You eye weighs only about 28 eight grams and is approximately two and half centimeters wide, but contains 6 muscles. These muscles work together to achieve the precision that allows the human eye to follow moving objects.
  5. Melanin is the pigment that gives your eyes color. People with brown eyes simply have more melanin than people with blue eyes. However, if you have blue eyes did you know that you have a common ancestor with every other blue-eyed person on the planet? Scientists believe the first blue-eyed person to have lived between 6,000 and 10,000 years ago.
  6. Eye transplants are not yet possible to make the blind see because the optic nerve is so complex and sensitive and it has not yet been discovered how to regenerate healthy retinal cells. However, progress is constantly being made in the field.
  7. There are two different kinds of cell in your eyes that allow you to see. They are named for their shape; rod cells and cone cells. You have about 130 million rods and 7 million cones cells in your eyes. Rods are the cells which help you to see in the dark.

  1. Coffee reduces disease-causing inflammation.

  •         We're not talking about the inflammation caused by a killer workout, we mean the type of disease-causing inflammation that's spurred and worsened by old age. Caffeine has an amazing influence on your immune system—so much in fact that nearly all the other health benefits below could be explained by its ability to fight and ward off disease (like type 2 diabetes and heart disease), according to research published in Nature Medicine. In short, caffeine blocks certain receptors on brain cells, which is how coffee has its stimulating "wake-up" effect. In impeding these receptors, caffeine also blocks pathways that product inflammatory molecules, the researchers found. So, as you age, don't be wary of coffee. In this study, the older men and women who drank more caffeine had fewer inflammatory molecules; they also had lower blood pressure and more flexible arteries, more relatives who lived past age 90, and were healthier overall.

2. Promotes mental sharpness

     You may not be entirely powerless to prevent mental decline, but, according to one study, coffee may be able to bolster your brain. Researchers discovered participants who drank 3 to 5 cups of coffee per day had about a 65% decreased chance of developing Alzheimer’s disease or dementia later on in life.

3. Protect your ticker

      Anybody who’s serious about health knows the importance of a healthy cardiovascular system. What you may not know is by simply drinking 1 to 2 cups of coffee per day, you could significantly reduce your risk of cardiovascular disease-related death. According to a Japanese study of more than 76,000 participants, men who hit this sweet spot (1-2 cups per day) consuming one to two cups of coffee daily reduced their risk of dying from a cardiovascular disease by as much as 38%. Are you in pain during the course of a typical workday? It’s not that unusual. But, what is surprising is the degree to which many people feel rejuvenated following a coffee break—there's a reason why. Norwegian researchers observed 48 people performing office work and found those who consumed coffee only declared a pain-intensity level of 41, whereas participants who didn’t drink any coffee reported having a score of 55.

5. Promote weight loss

If your focus is weight loss, green coffee extract could be an effective aid. Following a 22-week study of 16 overweight adults, researchers discovered participants given green coffee bean extract had undergone significant weight loss with 37.5% of them transitioning from being at a pre-obesity weight to a normal weight range.
